Jess Hanham – Commercial Director

Jess has over 19 years of experience in the marine geophysical survey industry, with extensive expertise in offshore wind, subsea cable, geotechnical, and marine infrastructure projects. His career has encompassed offshore site investigations, construction support, cable installation, ROV trenching operations, and hydrographic surveying across the UK and internationally.

As Commercial Director at Spectrum, Jess leads business development, tender engineering, and commercial operations, drawing on a strong technical background gained through hands-on project delivery and management. He has successfully supported and managed geophysical and geotechnical survey projects for major renewable energy and subsea cable clients worldwide, developing a comprehensive understanding of both the technical and commercial requirements of offshore developments.

Jess holds a BSc in Marine Geography and an IHO Category A accredited MSc in Hydrography from the University of Plymouth, combining technical expertise with commercial leadership to support the successful delivery of complex marine survey projects. 

Jack Downton – Director

Jack has over 18 years of experience in the hydrographic and marine geophysical survey industry and more than 12 years of experience as a company director. As Managing Director of Spectrum Geosurvey, he is responsible for the strategic leadership and overall management of the business, overseeing its continued growth, operational performance, and long-term development.

Prior to Spectrum, Jack built extensive technical and project management experience working on offshore wind farm site investigations, consent surveys, construction support projects, subsea cable installations, and asset inspection programmes. His background as a hydrographic surveyor and project manager has provided him with a comprehensive understanding of the technical, commercial, and operational requirements of complex marine survey projects.

Since establishing Spectrum in 2013, Jack has played a pivotal role in developing the company into a leading provider of marine survey services. With expertise spanning the full project lifecycle—from tendering and commercial management through to project delivery and client support—he now leads the company’s strategic direction, business management, finance, governance, compliance, IT, and human resources functions.

Jack holds a Master of Oceanography (MOcean Hons) degree and combines strong technical knowledge with commercial and leadership expertise to ensure Spectrum continues to deliver innovative, high-quality survey solutions to clients across the offshore energy, marine infrastructure, and environmental sectors.

Adam Cross – Operations Director

Adam has over 19 years of experience in the marine survey industry and throughout his career, he has worked extensively across the offshore wind, marine aggregate, subsea cable, and offshore construction sectors, developing a strong background in hydrographic surveying, project management, survey engineering, and operational leadership.

Prior to joining Spectrum, Adam worked as a hydrographic surveyor and project manager on offshore wind farm site investigations, construction support projects, cable installation campaigns, ROV route surveys, and nautical charting programmes. His expertise includes survey planning, vessel and equipment mobilisation, system calibration, dimensional control, data acquisition, processing, technical reporting, and project delivery.

As Operations Director of Spectrum, Adam is responsible for the operational management of the business, ensuring the safe and efficient delivery of survey services across the company’s portfolio of projects. He has extensive technical knowledge of GNSS and multibeam echosounder (MBES) systems and has managed numerous hydrographic and geophysical survey operations throughout the UK and internationally.

Adam holds a BSc (Hons) in Marine Geography, accredited by RICS and IMarEST, together with the NEBOSH National General Certificate in Occupational Health and Safety. His combination of technical expertise, project management experience, and operational leadership ensures the successful delivery of complex marine survey projects for clients across the offshore energy and marine infrastructure sectors.

Rob Penrose – Projects Director

Rob has over 18 years of experience in the marine geophysical survey industry, with extensive expertise in hydrographic, geophysical, UXO, and offshore construction support surveys. Throughout his career, he has managed and delivered complex survey projects across the UK, USA, Europe, and Australia, developing a strong background in vessel mobilisation, survey operations, data acquisition, quality control, processing, and reporting.

As Projects Director at Spectrum, Rob is responsible for overseeing the successful execution of survey projects, managing client relationships, and leading multidisciplinary teams to deliver high-quality survey solutions. Having joined Spectrum in 2014, he has played a key role in developing the company’s Geomatics and UAS capabilities and now oversees both project delivery and unmanned aerial survey operations. Rob also serves as Spectrum’s CAA Accountable Manager.

Rob holds a BSc in Marine Geography and has extensive experience across offshore wind, subsea cable, UXO, oil and gas, aggregate, and marine infrastructure projects. His expertise spans vessel mobilisation and management, hydrographic and geophysical survey operations, RTK positioning, offshore construction support, and advanced UAS technologies, including LiDAR, photogrammetry, and aerial magnetometry surveys. He is also a CAA-approved commercial UAS pilot, bringing significant experience in the application of drone technology to offshore and nearshore survey projects.

Dave Hubble – Technical Director

Dave has over 15 years of experience in the marine survey industry, with extensive expertise in offshore wind farm site investigations, construction support, cable installation projects, ROV trenching operations, and hydrographic surveying. Throughout his career, he has been actively involved in the planning, mobilisation, acquisition, processing, and reporting of high-resolution marine geophysical and hydrographic surveys.

As Technical Director at Spectrum, Dave leads the development and implementation of innovative survey technologies and workflows, drawing on a strong technical background gained through both offshore and management roles. Having progressed from Hydrographic Surveyor and Vessel Skipper to Senior Surveyor, Geomatics Director, and ultimately Technical Director, he has played a key role in developing Spectrum’s technical capabilities and geomatics services.

Dave holds a First Class Honours degree in Marine Geography and has extensive experience in multibeam bathymetry, side scan sonar, shallow seismic, and magnetometer surveys. His expertise in survey system integration, vessel mobilisation, and technical development ensures the delivery of high-quality survey solutions for complex offshore projects.

Rob Arnold – Geophysics Director

Graduating from Cardiff University with a BSc in Geology, Rob has over 17 years of experience in the marine survey industry and has served as Spectrum’s Geophysics Director for more than nine years. He is a highly experienced marine geophysicist with extensive expertise in the acquisition, processing, interpretation, and management of high-resolution geophysical and hydrographic data for offshore wind, subsea cable, aggregate, and marine infrastructure projects.

Throughout his career, Rob has worked on a wide range of nearshore and offshore developments for major renewable energy developers, utility companies, consultancies, and infrastructure clients across the UK and internationally. His experience spans geophysical site investigations, cable route surveys, UXO investigations, geohazard assessments, and offshore wind farm developments, including acting as a consultant geophysicist and client representative on major offshore projects.

As Geophysics Director, Rob has led the development of Spectrum’s geophysical survey capabilities, including the establishment of its shallow-water geophysical survey services and the development of the AeroMAG® Unmanned Aerial Magnetometer System (UAMS). His technical expertise covers seismic and sub-bottom profiler surveys, side scan sonar, magnetometer surveys, multibeam bathymetry, geophysical interpretation, and the integration of geophysical and geotechnical datasets to support engineering design and risk assessment.

Vessel management team

Amanda Smith – Managing Director

Amanda is the Managing Director of Spectrum Vessel Services and has successfully grown the business from a start-up operation into a trusted offshore vessel operator serving some of the largest companies in the offshore energy and marine sectors.

With over 20 years of experience in the offshore and renewable energy industries, Amanda has developed extensive expertise in business development, client relationship management, vessel compliance, and operational support. Prior to establishing Spectrum Vessel Services, she spent more than a decade working within the renewable energy sector, coordinating project bids, marketing activities, and client engagement across a range of offshore projects.

Amanda also has significant experience in vessel certification and regulatory compliance, having managed certification requirements for a fleet of 7 offshore support vessels. Her strong understanding of industry standards, combined with her commercial and operational experience, has been instrumental in establishing Spectrum’s reputation for safety, reliability, and customer service.

Amanda holds the NEBOSH General Certificate in Occupational Health and Safety and continues to lead the strategic growth and development of the business while maintaining a strong focus on safety, quality, and operational excellence.

Nelson Wood – Operations Director

Nelson has more than 20 years of experience in the offshore renewables sector, having worked across a variety of vessel platforms and offshore wind farm projects throughout the UK and North Sea. 

As Operations Director, Nelson is responsible for the day-to-day management of Spectrum’s vessel fleet, ensuring the highest standards of safety, compliance, and operational performance are maintained across all projects. His practical offshore knowledge and commitment to continuous improvement play a key role in delivering reliable services to Spectrum’s clients. 

In addition to his operational leadership, Nelson has played a key role in the expansion and development of Spectrum’s vessel fleet. He has successfully overseen the acquisition, mobilisation, and entry into service of five Crew Transfer Vessels (CTVs), managing extensive refit and upgrade programmes to ensure each vessel met the highest standards of safety, compliance, and operational performance. This experience encompasses vessel modifications, certification, equipment integration, and client-specific requirements, enabling Spectrum to deliver reliable and fit-for-purpose assets to support offshore wind and marine operations throughout the UK.
